As you've discovered, a 98SE host can't create an Internet Gateway on
other computers. Here are two possible solutions:
1. Install Remote Disconnect Utility on both computers to allow the
client to dial and to hang up the host's connection. Get it here:

2. Make XP the host and 98 SE the client.
