Lost my ICS and went to reinstall. Has been running fine for 2 years.
Wouldn't connect. Found exclamation point to ICS adaptor in device manager
KB Q241255 recognizes this and says caused by a program providing a DHCP
service that needs to be uninstalled before doing the ICS.

Well lots of program changes in 2 years so what programs would provide a
DHCP service ?

That is odd.
Try removing the network card from Device Manager and reboot to get it
re-recognized. And see if that fixes the problem.
