icmp type 3 fragmentation needed: size of tcp header included

When a router detects an MTU mismatch, it will send a ping type 3 frag.
needed to the originating host.

Normally this ping packet will contain the first 64 bytes of the TCP
packet that triggered the need to fragment.
How can I control the size of the TCP segment included in the type 3
ping? I would like to have only 8 bytes of the original packet included
in the ping.
