I am looking for documentation on how to configure
Microsoft IAS Radius service on a 2003 Server, to use an
external sybase authentication database... That is, I need
the Radius server to recieve a request from a modem bank,
authenticate this against and external Sybase database,
and then tell the modem bank the user has been
authenticated.

depending on the authentication protocol you will be using, you will need to
refer to the IAS SDK documentation on MSDN, you need to write a plug in that
will do what you want.
