IAS, Radius Clients and Cisco 4402 WLAN controllers

All,

I am currently provisioning for a EAP-TLS based wireless network using
Microsoft IAS, AD GP's etc. on Cisco 4402 wireless lan controllers and
numerous lightweight access points.

My question is related to the limitation of 50 radius clients on the
standard version of Windows server 2003. What I can't find out is whether
each of the LAP's count as a radius client or do the 4402 controllers count?
I would like to use the existing DC's as the radius servers and they are
running 2003 standard edition, but there will be in excess of 50 LAP's,
however only 4 of the 4402 controllers.

Anyone having knowledge of this please let me know.
