IAS Problems with Win2003 Upgrade

We upgraded one of our servers from Windows 2000 to Windows 2003.
Everything seemed to go well except the IAS refuses to start. The event log
show that IAS is sent the start control, enters running state, enters
stopped state, and then reports that it terminated because one or more
arguments are invalid.

Any troubleshooting help would be appreciated.
