What is defined as a RADIUS Client? We have only 2 TACACS+ systems that we
want to authenticate to a RADIUS server, and need to determine what version
of W2K3 server to use for the implementation of IAS. We have more than 50
VPN users, but they all contact the TACACS+ first. Would the end user VPN
connections or the TACACS+ be considered the clients?

RADIUS enables you to offload authentication from the remote access
servers to a central authentication server. The remote access servers are
the RADIUS clients and the central authentication server is the RADIUS
server. IAS server is the component in Windows which can act as a RADIUS
server to allow remote access servers to authenticate against Active
Directory.

Basically clients still connect to the remote access servers. These
servers still handle the basic tasks associated with setting up a remote
access connection. The authentication is offloaded by RADIUS to the IAS
server. The IAS server does not even need to be a remote access server
itself.
