IAS and Server 2003 Service Pack 1

hi, since upgrading our multi site domain DC/GC's to SP1 it seems dial in VPN
users who are not administrators cannot perform any network functions such as
ping, tracert, RDP etc however domain admins can. I have gone through so many
permutations of why and 3 microsoft hot fixes havent worked so i'm asking if
anyone has had any similar problems. Our users dial into a PIX 515 and are
auth'd using RADIUS with IAS.
