HOW2 see sizes of http://*.pdf before fetching ?

Is there any lower-level/more-basic access method, like
telnet, or what's that utility that can read ftp..http..etc., to
see the size of 'files' [like *.pdf] before/without committing
to download them ?

Use the kget option in Konqueror, you get a lists of link/files on the page.
You can see the size of each file before selecting/dowloading it.
