Just a general question:-

Is it okay to connect a PC to a network whilst the switch/hub and PC
(to be connected) are switched on or not?

Hub or switch - yeah.

PC - I'd say no. Although it probably won't hurt anything the PC will
likely not pick up the correct network settings. I'd shut it down first.
