This is a network design question, having issues and I cannot find anyone around me to understand anything I say.

We are speaking about network management mechanisms and network device characteristics. We say that end-to-end characteristics are those that can be measured across multiple network devices. Would we consider a single buffer inside a router on a network end-to-end characteristics?

Examples for end-to-end characteristics for network devices are availability, capacity, delay, and delay variation. Would a single routers buffer be considered end-to-end then?

I am banging my head on this question!!

Considering a buffer is somewhat necessary if you are using DSCP.
