Hiding Hardf Disk Contents

I set up a network using windows98 rel2. I used a policy
on all computers on the network to prevent access on the
contents of the hard drive. I did this by setting
the "Hide drives in my computer" check box in the
Restrictions.
The setting works fine but I noticed that the purpose can
be cicumvented by right-clicking on a shortcut then
clicking properties then clicking on "Find Target". By
doing this, the user can access all the contents of the
hard drive.
My question is this: Is there a way to disable the "Find
Target" button?
