Hidden shares on PDC AD Win2K server self disabling?

I'm currently trying to track down a truly bizarre issue, and I can't
find a fix or an explanation for it at all. We have a customer server
running Windows 2000, it's the PDC and sole domain controller in an AD
domain. It is current in it's patching and updates, and is running
Symantec AV 9.0 (corporate edition).

Each user on the network has their own user directory on the server that
is shared as username$, with permissions restricted to the user and our
account (domain admin). These shares have existed for quite some time
with no issues.

Today, *almost* all of the user shares stopped being shares. They
reverted back to regular folder status. No changes had been made on the
server recently (in the last few weeks) other than a change in the power
supply which necessitated a reboot about 5 days ago.

I go back in, recreate the share on a users directory... and right after
I turn the share on, it reverts back to a folder in front of me. So I
restart the 'Server' service, recreate the share... it does it again.

I scan the entire server for a virus using both SAV 9.0 as well as the
Trend Micro online security scan. Nada.

I reboot. Re-create the share... again it turns back into a folder in
under 30 seconds.

Double check to ensure no domain security policy got put in place when I
wasn't looking... no changes there, and nothing that would affect the
ability of a domain admin to create shares on the local system.

Anyone out there have an idea? I'm stumped.
