Help required - No permission to access files on other PC

I am trying to set up a home network but cannot seem to get access to files
on the other computer.

My setup is as follows:

Modem connected to Netgear Router WGR614 with ethernet cable.
Netgear router connected to PC A with ethernet cable
PC B has wireless USB adaptor

I can access the internet on both PCs
I can ping PC A from PC B but cannot ping PC B from PC A
On PC A I can see PC B in my MSHOME network but when I click on PC B I get
an error saying that I do not have permission to access this PC. I have
shared the C drive on both PCs.

Can anyone suggest what the problem is and how I can resolve it.

Have you added File and Printer Sharing to the exceptions on Windows XP
built in firewall and any third party firewall you're using?

If its XP try enabling NetBIOS over TCP/IP (rt click the network
connections then Properties/Internet
Protocol(TCP/IP)/Properties/Advanced/WINS/Enable NetBIOS over TCP/IP.
You shouldn't need to enable it on XP but for some reason doing so sorts
a number of such problems IME
