The 169 address is the default Microsoft address that gets asigned
when DHCP fails. I assume that you have the PC set to DHCP? I'm not
familiar with the Belkin router, but some devices have a crossover
port, so check that you aren't connected to a port that has been
crossed over.
The other thing you could try is setting a fixed IP address in your
PC. The router is likely to be 192.168.0.1 (netmask 255.255.255.0) so
try setting the PC to 192.168.0.2 (same netmask) and a gateway of
192.168.0.1. If you open a command prompt and ping 192.168.0.1
successfully, that will prove the cables are working.
