So with the firewalls turned off, can *none* of the PCs ping any other
others on the local network? Have you tried both directions - are there any
cases where PC A can ping PC B but PC B can't ping PC A? Can all the PCs
ping the router's IP address. What firewall are you using? I wonder if it's
not properly turned off.
Are you trying to ping by IP address rather than by PC name? Even if name
resolution has failed, pinging by IP should work.
Have you tried rebooting the router in case it's got into a Strange State
(TM)?
Check the output of "ipconfig /all" on a couple of PCs. The output should be
similar to:

In other words, there should be a default gateway, a DHCP server and a DNS
server listed - probably all on the same IP address: that of the router.
