Help with Bandwidth management in WISP

Hi there,

We are a WISP with about 400 business clients. Each business client has an average of 150 users.

We only sell "dedicated" bandwidth with different packages from 2 Mbps to 20 Mbps. Each customer receives a pool of 10 public IPs while some VIP clients receives up to 64 IPs.

We have an international service provider that gives us 2 Gigabit connections with burstable billing. We use an average of 700 Mbps.

Currently we do a sort of shaping/rate limiting at the CPE (i.e., a Cisco router) or at the radio access point. Both of those methods are inefficient.It is inaccurate and CPU-hog.

Any suggestion or recommendation on 'right' traffic shaper is highly appreciated.
