Have good signal strength but cannot access internet

I have a MS wireless g base station and two laptops. 1
laptop used MS wireless g adapter and used MS software to
set up. It works no problem.

2nd notebook is new and came with wireless g adapter.
Computer says that it recognizes the network and has
excellent signal strength. However, I cannot access the
internet and cannot get or share files. WEP key has been
correctly entered and I have also tried it without WEP.

Help! I don't know why the 2nd laptop cannot access.

Is the second laptop set up to accept DHCP?

Is the router set up as a DHCP server?

Is the router set up to allow multiple computers or is MAC filtering
enabled?

Check the IP addresses on the second laptop and first..are they in the same
network range?

Are the two computers in the same workgroup (sharing files only, won't
impact internet access)?
