In case anybody else cares, here is a followup.
Through much brute force experimentation I finally figured out that I really
needed to change the use of fixed IP addresses that I had been using for the
last 9 years in Windows networks in order to make the proper Windows 98SE on
ethernet connection through the Airport extreme base to my Mac using only an
Airport extreme card.
Final result appeared to be that first I would use Airport Base administrator
on the MAC (there is no downloadable version for 98SE I could find) to pick
one of the 3 or 4 choices for IP address ranges for the Airport Base.
Then, if I used fixed IP addresses in that range I could use those IP
addresses to communicate between PC and the MAC through ethernet or airport,
depending upon which address I used (the PC was only on ethernet, the Mac is a
portable Powerbook G4 which might be on either or both) -- but the fixed IP
addresses would not let me get at the modem in the Airport Base from either
the Mac or the PC.
Communication always required using the IP addresses either through the
Connect to Server command in the MAC or the command line "NET USE" commands I
used to mount shares on the Mac from the PC.
If IP addresses are automatically assigned by DHCP server on the Airport base,
then I could even dial in with the Mac from the base, and share the internet
connection from the PC (though any software that I had previously set to
automatically dial up and/or disconnect) had to have its options changed.
There is no way I can conceive that the PC can control the modem within the
Airport Base, but it can use it or any broadband modem that is connected to
the Base.
So far the IP addresses appear to be constant, which is convenient for batch
files on the PC & favorite servers on the Mac.
Firewall & security settings will not be gone into here.
