Hardware to Throttle Bandwidth?

Hi Everyone,

I'm looking for a piece of hardware that I can plug between an internet
router and a workgroup's hub that will throttle bandwidth on the
internet connection to something like ~256K. (Traffic shaper?)

I'd prefer not to use a PC, but rather a dedicated piece of hardware.
I know there are high-end pieces of Cisco equipment that do this, but
are there any basic, reliable, (reasonably) inexpensive hardware
solutions?
