Group Policy-No Acess :(

Can't access Group Policy, Licensing -
says access denied.. on Win 2003 server, set up as DC. (This
problem is since last 4 days, before that all was fine.)

On the server, through windows explorer I can browse sysvol folder all
its subfolders, files etc. (means Administrator does have the required
rights.)

In IE, if I give path C:\windows\sysvol it opens.
But if I give path \\servername\sysvol or \\domainname\sysvol
it prompts me to enter username & password. (This means the DNS
is no problem as such, it finds the sysvol folder alright). I give
administrator and the pwd, it says accesses denied.

But if I do the same from another client computer, and give either
client username and pwd, or admin user name or pwd, there it gives
access to sysvol on the server!

Checked DNS security settings all rights for admin, users are in order.

If it's licensing maybe the server is set up in Per Server
mode and you don't have too many people already logged in.

Nope.
It is per server mode, for 25 . And we are only 9 people and 2 devices.

At other installation it gave prompts well before reaching the max.
connections,
I think around 22 connections it gave prompt 'nearing per server licencse'

Any way, it's nothing do with the licensing that I know. Why a product will
deny access to sysvol to the Administrator, but allow access to every tom
dick and harry, when it's indeed required that the Administrator should now
be adding new additionally purchased license?
