The Server needs "patched" to be able to handle the new design of the
templates. As it stands now, the templates and the Policy created from them
is only compatible with XPSP2.

I suspect that the latest SP for Windows Server already includes this, but
the SP has been known to cause problems, so it you choose not to use the SP
then you will need the patch from the above link.
