Are Group Permissions applied locally with Cached Credentials

A user is a member of the "Software Installer" global security group on
the domain.

On his laptop, the "domain\software installer" group has been added to
the local administrators group.

The user logs into the domain even when he is away from the office. He
uses cached credentials. After logging in, he uses a VPN connection to
access our network.

Problem: The user logs in to his laptop at his home and needs to
install some software on the laptop. As a member of the "Software
Installer" group, he should be able to do so. That group has local
admin privileges. However, he does not have access to install the
software. He does not have admin rights on the local machine.

What might be causing this problem? It has occurred with two sales
agents, two different Dell laptops. Both are running Windows XP SP2. We
are on a Windows Server 2003 domain, mixed mode.
