I have just installed a new instance of Windows Server 2003 and I cannot
find the editor for GPOs in the Administrative Tools group. How do I enable
the GPO editing feature?

It is not there.

To edit GPOs use the ad users and computers or the sites and services tools.

OR

download the FREE GPMC tool from MS for a much better Gp editing tool.
