I got Broadband connection's ping statistics - interesting

I got a Broadband connection (Ethernet connection given to home from a
switch outside for whole apartment complex), charge is around $25 per
month, I tried to ping yahoo.com, it gives these statistics. I am
wondering how this is Broadband connection. I am trying to measure the
speed, can't able to find any site which does net speed. Can somebody
describe why this is like that. Also I did tracert, I attached below.

Ping and traceroute have nothing to do with speed.
They check travel time and connectivity, which are
only tenuously related to speed.

Try using your browser to go to 192.168.25.1,
the first node on your traceroute, which is likely
the router serving you. The home page, or perhaps
a status page, will likely show the speed it is
working at.

It is possible you will not be able to view the
router settings without a proper password, and
you should not be able to change a setting without
the password, but it is worth looking at to see
what is there.

If this is not the router, other LAN addresses
commonly used by routers are 192.168.0.1 and
192.168.1.1 Try each and see what you get.
