GoOfflineOnSlowLink

I have GoOfflineOnSlowLink (KB811525) set at 1280 or 128,000 bps and yet
sometimes users on the LAN still go offline on a 100Mbps LAN, I realize that
sync speed can vary but this is drastic. Any thoughts??
