Does anybody have suggestions of a good gui frontend program for
maintaining the configuration files for ISC DHCP and BIND?

Do you have to use these? If you can switch to dnsmasq, you'll find it
far easier to configure and use - the configuration file is easy to
write by hand. It's not as powerful and flexible as BIND, but if it is
good enough for your needs then it is probably a better choice.
