|I have a Dell Server with a Gigabit Network Card and a Cisco Switch

| If I go to the task manager--> Networking the max Network Utilization is
| less than 3%. How can increase the network Utilization to transfer the
| information to the client faster?
"Utilization" is a load factor.
What you are reading is that the clients connected to the server only need
3% of the maximum possible bandwidth.
What is the server's current activity ?
| If I use the System Monitoring Tool and select the Network Interface -->
| Packets/Sec when I access the DB from a Client Computer I can see the
| Packets/Sec at 100% while loading the information but the Network
Utilization
| (Task Manager) is only at less than 3%
OK. You have many packets (100% packets/sec), but the total volumes ( 3%
utilization) for the packets is small.
What is the current activity of the server ?
There could be a bunch of explanation for this behavior :
- trafic such as many concurrent ping (many packets of small size)
- "retries" cause by hardware (cabling) error. What says the NIC diagnostic
software ?
- ...
Plug a Gigabit capable computer on the Gigabit switch. Try to transfer large
file (say 100 MB) from and to your server using FTP.
Look at the effective throughput, the utilization and packet/sec. Just to
compare :-)
(Note : A 100MB computer is a good enough test.)

Are you sure that there is a problem at all ?
Why are you looking at those indicators in the first place ?
