getting out of broadband contract

is this easy to do if you have a genuine complaint

signed up for plusnet before last nov using a router/modem sharing with my
brothers pc

problem is hes on the dole and spends all day downloading stuff and my
connection is slower than my 56k was

he wants to keep plusnet but i want my own broadband on the main house
phoneline

That's not a genuine complaint about the service that your ISP is
providing, it's a personal problem that you have to sort out with your
brother.

If it's in your name, disconnect him from the router and let him source
his own ADSL by getting another phone line put in and getting another
contract. If it's in his name, then tough. It's his, he can do what he
wants.

The person who pays the telephone line rental is going to be the final
arbiter on what service is on the phone line.

yes but they never told us when we signed up that it would slow down so much
and they are not providing the service they offer if i cant connect at a
decent speed.
The phone line is his but he cant afford the monthly fee if i drop out and
get my own as we got the option which includes router he would have to
downgrade to normal package.

You only mentioned that *YOUR* connection was slow. If he is downloading
large items most of the time then this will probably hog most of the
bandwith.

Do a speed test (www.adslguide.org) from both machines (not at the same
time) when neither of you are downloading anything. If it's around par
for your connection then fine it's not the ISP problem. If it's low on
either or both machines then check your RWIN & MTU settings (go here to
read about and test these http://www.dslreports.com/tweaks).

its fine when only one of us is on all i really want to know is what are the
chances of him being able to downgrade his package to a standard one

I fail to understand how you talk about his package and yours separately
when you both share the same ADSL connection. If it fine when only one of
you is one then sort it out with your brother!

Have you tried looking on plusnet's support pages, given them a call
or checked the paperwork you have from them? I don't think you've
thought this through have you?
If it was me I would let your brother sort his own problems out, or
post on a family support NG.

You've answered your own question. If it's fine when only one is on then
there is nothing wrong with the service. You therefore do not have a
genuine complaint.

Why don't you/he talk to Plusnet/Force9? They will tell you/him.
If the contract is the one where the router is paid for as part of the
monthly fee over the first 12 months, then they will either want the
cost of the router or the router back. Either way your brother will have
to shell out money to stay online.
If the router was paid for up front then there will be no saving in
changing.

If you talk to ian in the customer support group about your situation first,
you may make less of a fool of yourself.

You are sharing the connection so if the other person is using it it will be
slow, use of any internet connection has to be based upon an understanding -
be this mutual respect or an acceptable use policy, why do you think
companies and schools \ colleges discourage people from downloading, sending
large attachments, streaming video etc.

If your brother is using it during the day for download thats up to him (as
long as its within the law, as you may be held responsible), why can't he
just not use it during the evening \ when you want it for downloading -
common sense really.

Other option is limit bandwith to half or so using the kazza settings, if he
changes these then cut him off for 'breach of AUP' - i.e. make it a
condition of sharing a connection with you.

Some software to throttle the bandwidth available to each pc sounds like
it's worth a try.

Search say Google for 'windows bandwidth throttle software' for all the ads!
