How to get wireless broadband for a two-month visit to France?

A friend is going to France for a couple of months and would like to buy
a usb dongle for the laptop there .

Any advice?

Can it be done PAYG?
How can one pay?
Which ISP?
What does it cost?
Any restrictions?

Help will be warmly welcomed and much appreciated.

As most modern laptops don't need an additional dongle in order to receive wi-fi
I rather assumed that the OP was asking about mobile broadband via a cellular network,
BICBW.

Unless your friend has need to be able to use the laptop anywhere
anytime, he/she should just sit outside any McDonald's or Pat a
Pain and use their free unlimited wi-fi. If the friend goes
inside McD and buys a coffee he/she will be able to find a table
with a mains socket nearby to the use of which McD do not object.
