Is there a way as administrator of an AD domain to see a users password. I
can reset it but management wants me to access this account without reseting
the pw if possible.

What the purpose ?
If accessing to Exchange mailbox, grant you the rights to do so, same for
files.

As far as I'm aware, there is not way to get the password as it is encrypted
in the AD (unless you want to spy your user)
