Hello,

Does geographical location affect the speed of an individual user of a
given ISP?

If, for example an ISP had some users reporting speed issues which were
not due to contention at their local exchange, but rather due to
national and/or international pipe congestion, then might a user in
another geographical area (perhaps more rural) not have the same
problems?

My thinking here is that users in lower population area's (e.g. rural
Wales/Scotland) may have more free bandwith than for example subscribers
in London or Birmingham, or national/international routing may be
different, (although I doubt it).

Any accuracy in this view?

sounds like a work of fiction to me :-)

People in different places may get routed differently or have different
bottlenecks but this is probably random and dynamic.

Potentially on the pipe to the local area if that provides a bottleneck.
Cities may have more users but they also have a hell of a lot more
bandwidth. There could also be routing anomolies but it would generally
be something in the BT network as all the DSL connections would come to
the same point in the ISPs network whatever the route.

As to international routing, I doubt it. An Internet provider may have
different routes out of its network which perform differently, but they
should be load balanced as again, they all come from the same network.
