What Application permits me build tcp or UDP packets to use in a
communication ???

Any application that uses the internet would. Perhaps you'd better rephrase

Every network-enabled application can do this. What exactly would you
like to do?

There are a number of packet crafting tools available. You might like to
start looking at nemesis. There are others, such as the very old hping2,
the paketto tools. Under Debian, you have access to many of these.

You might search for 'packet generator OR crafter OR injection' in
Google.

hping2 - Active Network Smashing Tool
icmpush - ICMP packet builder
nemesis - TCP/IP Packet Injection Suite
nmap - The Network Mapper
rain - packet builder for testing IP protocols implementations.
scapy - Packet generator/sniffer and network scanner/discovery
sendip - A commandline tool to allow sending arbitrary IP packets

Then I suggest you have a look at netcat (the command is called nc)

Thanks for quickly replay,

I'm interested to study TCP/UDP communications (I+D), low level ...

I want create simple clients to communicate with standard servers as httpd,
telnet, ssh, poofing comunications, security ... , without programming all
basic code ...
