FTP Weirdness, now need passive mode for just one user

I've had an ftp site setup with W2k3 for probably a year now with several
different users accessing it. One of the users has problems over the last
week and when I try to access the site using his login I now find I have to
use passive mode or I get an error getting the folder listing. If I use a
different login I don't need passive mode. As far as I'm aware nothing else
has changed in the setup. I'm just using a router as a firewall, the only
recently installed software is F-Prot antivirus. The error message reported
by WS_FTP is:

LIST
150 Opening ASCII mode data connection for /bin/ls.
! Timer cancelled blocking call
! Accept error: Blocking call cancelled
! Retrieve of folder listing failed (0)

I want to keep things as simple as possible for the users. Any ideas on how
to get things back the way they were?
