FTP via VPN Tunnel

I am setting up an FTP server and want to secure the connection via a VPN
tunnel. So far in the documentation I can only find references that say that
this should be done, and not HOW it is done.

How can I set this up so that I can be assured that the FTP traffic in fact
goes through the VPN tunnel?

FYI, all this is using Windows server 2003 and IIS 6. Client is Win XP Pro.

....................by how you access the FTP.

If you use the Public name or public IP# then it will absolutely not use the
Tunnel. You must use the private name or IP#,...which means the FTP must be
running on a private machine.
