FTP upload goes down when download is using

Hello together,

i use an Debian Sarge Version with Kernel 2.6.17.7.
This server is behind an linksys WRT54G Router and is a FTP server.

The ISP connection is an 640Kbyte/s download and a 76Kbyte/s upload.

If a user upload a file and download a file simultanous the uploadrate is
going slower.

Why goes the speed slower, when other user are sending files?

I heard about windowsproblems with the TCP acknowledgement, that they are to
slow. Therefore, the speed goes down.

How can i find the reason for the speed problems?
Are there any problems in the TCP stack and can i verify them?

IMO it is normal. Sending a file is probably filling all the upload
available band and slowing the ack packets for the downloads.
