.... what makes my IIS server to require passive FTP
mode from client hosts? I didin't eneble passive mode
on my server but it's required. What do I wrong?

It likely to be a firewall issue

Active FTP requires a connection to port 20 on the server as well as the
connection to port 21 on the server

Put it behind a firewall.

It's not wrong, and works fine.
