FTP PASV for Windows Server 2003 SP1 Windows Firewall

Hello.

How can I setup Windows Firewall of 2003 SP1
to allow user connecting by FTP PASV mode.

Currently, We cannot use IIS FTP Server
by FTP Client (FFFTP) with PASV mode.
