FTP - Let local users change their passwords

Hi,

I have a windows servs 2003 with sp1 using IIS6.0, IISAMDPWD scripts,
without OUW or Sharepoint. How can I let the ftp users change their passwords
?

The IISADMPWD scripts do not work and I cannot install the sp2 or hotfix for
the problem. I do not have Active Directory installed, but IIS has PHP and
ASP capabilities.

Does anyone have any suggections, please?
