FTP Hangs during download

First off, I do not know the best place to post this question.. so if you
have a better idea where I should post this.. please let me know.

Here's the problem:
Using the standard command-line FTP program that comes with Windows 2003 we
are trying to download large files ranging in the size of 400megs to
1.5gigs. During the download these files will hang and will stop to be
downloaded. The ftp client remains open and never closes unless manually
shutdown.

I did a search on the web and found an article which said that virtual
memory has something to do with this. Therefore I upped the virtual memory
useage to 4gigs min and 8gigs max. Which to me should be plenty enough to
handle 2 files up to 1.5gigs being download at the same time.

We have ports 21 and 20 opened on our firewalls for use with the ftp'ing.
We have tried both passive and active downloading on these files.

We are using Win 2003 with the latest patches, have 2 gigs of physical
memory, and over 100gigs of free hard drive space running on an Intel chip.

Please let me know what else I need to check that could be causing these
programs to hang during download.

I have seen my ftp "hang" for a long time with smaller files. However, it
seems after a long time it will still end normally.

Try Filezilla for uploading/downloading, so you'll know what's happening.
