ftp file from unix server to windows 2003 server

I am trying to ftp a file from a hp-ux unix server to a
windows 2003 server. I have searched help for what is
needed to setup ftp but can not find exact steps
required. From the unix server command prompt I receive:
ftp: connect: connection refused
What do I check for to ensure ftp service running on
windows 2003 server. TCP/IP is setup. I can connect to
the win 2003 server from my win 2000 workstation using
terminal services.
