ftp: bind : no buffer space is supported

some ftp scripts are running on a windows 2000 server as a servvice.
sometimes all ftp connections are failing and the error message in the
subject is displayed, restart all ftp services including ftp publisher was
sucessful . Please can you help me to prevent that.
