FTP access setup on Win2003 Server as DC

I am setting up an FTP site in a Win 2003 Server acting as a domain
controller that users with Win2k Pro, XP Home, and XP pro can access. (Users
that are not and have not logged onto the domain, such as the XP Home
machines) I can't seem to get the permissions set right so everyone can get
in. Any suggestions on how to set it up? (the more detailed the better)

You set connection permissions on the Security Accounts tab in the FTP site
properties. To allow anonymous access, see:
