FTP access provokes disconnect/connect cycle

Linksys wi-fi router WRT54GS, PC connected via RJ45. IIS/FTP installed on
WinXPpro. Port forwarding set to 79-82 for IIS and 19-22 for FTP. My ISP
blocks port 80 so I guess it also blocks port 21 for FTP.

Anyhow, each time somebody access my FTP, I experience a disconnect/connect
cycle which happens within 1 or 2 seconds. The visitor can eventually access
my FTP site.

Anybody knows about that ?
