Free Wireless in the United Kingdom?

Free wireless networking is available in the United States at a number
of convenient national chains -- for example, Panera Bread. But a
search of wireless access points available to the public in the U.K.
suggests that the situation there is more akin to Starbuck's in the
U.S. -- namely, that a fee must be paid.

Is that impression accurate -- that free access points are unavailable
or rare in the U.K. -- and if so, what fees are typically charged in
those places where access is available?
