Free WiFi with Advertisements software??

Is there any software that, while assigning an IP address (DHCP), or
shortly there after, would pop up an advertisement for a company on
the web. I know there is a program called NoCatAuth for Linux that
bascially, redirects all DNS request to its firewall until a user
authincates.

Bascially, I am looking for the same thing for WINDOWS but no
authication needed. Bascially, after someone gets there IP address,
they go to use the Web, any web address they put in will first pop up
an advertisement, then let them surf the web for the remaining of
there wireless session. Any help would be appreciated.
