Free program to list all wireless users and what they are currently doing on my Windows PC?

Is there a freely downloadable program that will list all users and what
they're doing on my Windows computer?

Sometimes, when I try to shut dow or disable my wireless connection, I get
a message telling me someone else is using my Windows XP Home computer. But
there's nobody else. There's no other user. I don't share resources (not
knowingly anyway). I have WEP encryption.

How can I tell who or what is causing this wireless network connection
error?

Is there a freely downloadable program that will list all users and what
they're doing on my Windows computer?

When I try to disable the wireless connection, I get

Error Disabling Connection
It is not possible to disable the connection at this time.
This connection may be using one or more protocols that do not support
Plug-and-Play, or it may have been initiated by another user or the system
account.

When I try to shutdown the Windows PC, I get

Windows
Other people are logged on to this computer.
Shutting down Windows might cause them to lose data.
Do you want to continue shutting down?

I think I found out how to find other users from the Microsoft KB article
http://support.microsoft.com/kb/279765

The Sysinternals free process explorer has a "users" menu which should tell
me who is logged in. I just was able to shutdown (so the user must have
logged off in the interim) so I don't see any users but now I know what to
look for.

I went looking for unwanted shared folders after reading

In Computer Management, Shared Folder, Shares, I found an IPC$ share but
nothing else.

Do you think this IPC$ share could be shared, somehow, from another users
hijacking my wireless network?
