Free email and web hosting recommendations?

Following on from the "Zen - Anything better" thread, general opinion seems
to be that eternal-september is a good free newsgroup service. Are there
any recommendations for free email hosting and free web hosting providers
that are independent of the ISP?

I'm looking for POP access, though webmail would be a useful extra, and the
service must be run by a provider based in the EU, preferably UK-based,
because of personal privacy issues (a prudent person needs a moderate
degree of paranoia). Gmail and Hotmail are therefore excluded.

No such qualms about web hosting.

I guess the recommendation is to not use a free providers as you
usually can't take your email address or web address with you if
decide to switch providers (maybe because you are unhappy with a
change the provider made to the service offered). So unless you are
happy to just walk away, then don't use a free provider.

For free email, gmx.com might be option though...

This is not an issue - my email address is already redirected to my current
email provider and that redirection can easily be changed. Web address is,
for me, not a big problem.

I have been put off by the number of bad reviews compared with good
reviews.
