could we have a bit more of a clue about what you want - like define
success, which bits of europe, and compared to what?

FWIW frame is popular with companies within UK - makes for easy scaling for
a large WAN.
Frame is also common for international links - cheaper than leased lines
(but not as much as an IPsec VPN).
Some reasons for frame -
money / cost,
flexibility,
common offering by a telco, so 1 supplier to worry about,
available just about anywhere,
based on leased access lines so potentially very reliable,
common support on equipment,
"cloud" topology simplifies moves, adds and changes,
Frame Relay NNI allows carrier to carrier links,
interworking with ATM for high speed access links.
However, a lot of Frame networks seem to be moving towards MPLS - for
basically the same set of reasons, and a couple of new ones.
