forcing standalone server to register with local DNS

I have a standalone server running Windows 2003 R2-Enterprise. While most
machines in the building are configured to use DHCP this box is configured
with a static IP address. The DHCP server (a windows 2000 machine over
which I have no control - also used as a file server for everbody in the
building except for my group) is also the building's LAN DNS server. It is
apparently configured to accept DNS updates at time of DHCP lease assignment
only, and since I am using a static address the only way to reference this
machine is through IP address (or by editing the hosts file on every
terminal in the workgroup).

Is there a way I can force the LAN's DNS server to acknowledge the existence
of my standalone box?

Have you tried just asking the sysadmin of the DNS server to add your
machine manually? It's just a one line entry.

sysadmin in name only, I'm afraid - such a request would likely take several
weeks and then be done incorrectly. This is the primary reason I have my
own fileserver.
